Is it possible to make a user commentary appear like it has 8.5" x 11" pages with margins?
Would I have to do this using a table?

I see if I make a table with a width of 625 pixel and height of 900 pixel that makes a page with a 1 in margin all the way around roughly. So 100 pixels to an inch seems to work pretty accurately.
I could make a table with cells at this size however I'm hoping there is a feature I could turn on that would make this much like an Openoffice editor.

Re: User commentary page
theWord viewer does not display content in print format, e.g. it does NOT use pages to distribute the content. It wraps the content at the end of the viewer. You can set the margin in the viewer easily from the 'green books icon' popup menu (leftmost icon in bookview tab bar). Yet, this is only used for display.
When you click the 'Print' button, then the content is rendered in a page-context manner, where you can set the size, margins, etc.
