There are two severe font issues under Linux:

The user would never see it as extra layouts. They would only know that there is a pristine template that can be restored from a Restore Template menu that would merely correspond to the Save Current Layout that there is now. What is immediately under the layout menu would seamlessly save & rest...

If that is a factor I would recommend Libreoffice Plus the Alternate Search & Replace extension for Libreoffice writer in order to find differently formatted verse numbers while keeping any other numbers in the text. TotheWord would also work but will have a larger learning curve and require mo...

To get the output per your example, you may want to try fixing the output using regex in a text editor like Notepad++ if you can't get what you want through theWord.
