Enable module for editing

Enable module for editing

I want to hyperlink Strong's numbers to "Ancient Hebrew Lexicon of the Bible.dct.twm" but the "User module (can be edited)" is disabled, how do I enable it?

Many official resources are locked. This happens to be one I locked.
